Ryszard Kukliński was a colonel on the Polish general staff with access to Warsaw Pact war plans, and between 1972 and 1981 he passed some 35,000 pages of them to the CIA — including the Soviet plans for a nuclear offensive against Western Europe and, decisively, advance warning of the martial law crackdown of December 1981. He was exfiltrated days before it began, sentenced to death in absentia, and remains contested in Poland: traitor or the first Polish officer of NATO, depending on who is asked.
The museum occupies a Cold War military bunker in Warsaw and covers his case alongside the wider period — the Warsaw Pact, civil defence, surveillance, and the machinery of a state preparing for a war it expected to fight.
